Colorado has no regulations or statutes regarding the hiring of women or minorities by gaming operators licensed by the Colorado Division of Gaming.

In determining whether to license a casino owner applicant, the Illinois Gaming Board will consider “the good faith affirmative action plan of each applicant to recruit, train and upgrade minorities in all employment classifications.”

Indiana has no regulations or statutes regarding the hiring of women or minorities by gaming operators licensed by the Indiana Gaming Commission.

Casino operators shall make every effort to ensure that a substantial number of the staff and entertainers employed are residents of Iowa.

“The applicant must have a good faith plan to recruit, train, and upgrade minorities in all employment classifications.”

“It shall be required by the owners to provide the maximum practical opportunities, for participation by the broadest number of minority-owned businesses.”

The casino development agreements negotiated by Detroit Mayor Kwame Kilpatrick and approved by the Detroit City Council require the operators to use reasonable best efforts to:

  • Purchase 30 percent of products and services from Detroit-based businesses, small businesses, women-owned businesses and minority-owned businesses.
  • With respect to construction projects, for worker hours to be at least 50 percent Detroit residents, 25 percent minority and 5 percent women, at least. (A goal not a requirement)

While Mississippi does not have state-mandated hiring policies, the Mississippi Gaming Commission has a nonbinding, nonpublic directive requesting that, when possible, operators contract with state-based businesses.

A Class A casino operator license applicant must disclose following plans for compliance:

  • Laws pertaining to discrimination, equal employment and affirmative action
  • Policies regarding recruitment, use and advancement of women and minorities
  • A copy of its equal opportunity statement and policy dated and signed by the company’s CEO
  • A copy of affirmative action policy procedures dated and signed by the company’s CEO
  • Identification of an affirmative action officer including name, title, address and telephone number
